CSE Curriculum Committee Operating Procedures

Committee Action to Authorize ECAS Procedures

The College of Science and Engineering (CSE) hereby reaffirms its long-standing desire to have the Chair of the CSE Curriculum Committee (CC) give approval to new courses and to changes to courses in ECAS as the Chair sees fit in order to expedite the approval and scheduling process. Any such Provisional Approvals carry the full weight and effect of the CSE CC and the CSE Faculty Assembly (FA) and they will be formally acted on at the next regularly scheduled meetings of these bodies. In addition, CSE also reaffirms its desire to have all new courses and course changes approved by the CSE CC approved in ECAS before the CSE FA acts.

Approved by the CSE Curriculum Committee Unanimously on 2014-4-22.

CSE CC ECAS Procedures

The CSE Constitution creates the CSE Curriculum Committee (CC) and Faculty Assembly (FA) as the bodies that have to approve changes to courses. It makes no mention of entering information into the ECAS system. These procedures follow from the authorization above and detail how the CC and FA actions are entered into ECAS.

Scope: The CSE CC handles all courses with UGRD career. The GRAD career courses are handled by the CSE Graduate Programs Committee.

Categories of Items Appearing at the College level in ECAS for CSE

Departments submit course changes, additions and deletions through the ECAS system. It is assumed that all changes reaching the college level have had the appropriate departmental approvals. In addition, it is assumed that ABET accredited engineering programs have followed their ABET process in making these changes. The Chair of the CSE CC categorizes these changes into three groups related to the action required by the CC as follows. All of the Chair's actions in ECAS are recorded on the agenda for the next meeting and become part of the meeting minutes.

1. Items presented to the CSE CC for information only
These are changes of a purely technical nature related to the operation of the registration system (enforced prerequisites, permissions, graded components, repetitions, etc). In addition minor changes to descriptions to correct typos, etc, also fall into this category. Topics for topics courses also fall into this category. These changes are approved in ECAS immediately and listed in the on-line meeting agenda only.
2. Items presented to the CSE CC for approval without Objection
Minor changes to the description, prerequisites and other academic aspects of courses are presented to the committee as a single group. These items do not need a representative of the department present to be approved. Many of these items are put in this category to make sure other units notice the changes. This category will also include new courses like special topics, independent study and other courses that all units have. These changes are also approved in ECAS immediately and are presented to the CC on the agenda summary available at the meeting and on the web site.
3. Items presented to the CSE CC for action
New course proposals and substantial changes to existing courses fall into this category. A representative of the department must be present at the CC meeting for action to be taken on these items. If the changes are not time sensitive they are not approved in ECAS until after the CC acts on them. Departments may request Provisional Approval, as discussed below, if they need the course approved quickly for scheduling purposes. A hard copy of the proposed syllabus for any new courses in this category will be available at the CC meeting.

Note that all items are approved in ECAS before the FA acts on them. Items in category 3 above are approved in ECAS immediately after approval by the CC if they have not already been provisionally approved.

Provisional Approval

New courses and major changes to courses may be approved in ECAS prior to CC action if the Chair deems them to be likely to be approved by the CC. The Authorization above specifically provides the Chair of the CC with this freedom.
