Safety and Mission Assurance

All team members are required to sign a safety agreement, which includes the following articles:

A. I agree to abide by all pertinent laws at the federal, state and local levels at all times, as well as all federal regulations regarding use of airspace, handling and use of low explosives, and fire prevention.
B. I will abide to all articles of the NAR rocket code (see Appendix C) in all stages of rocket construction, handling and launch.
C. I will heed all instructions of the team mentor, team leader, safety officer and shop supervisor in safety-related matters.
D. I agree to review all Material Safety Data Sheets (MSDS) pertinent to any hazardous materials prior to working with them and I will follow all guidelines listed within, including the use of recommended safety equipment.
E. I will comply with all orders of the Range Safety Officer and will accept his/her ruling of the safety inspection. I recognize the Range Safety Officer's right to deny launch of any rocket for safety reasons.

TEAM MENTOR

Our team mentor, Gary Stroick, is TRA Level 3 certified and has 13 years' high powered rocketry experience. He is a General Board Member and previous Vice President of Tripoli Minnesota, Prefecture #45 of the Tripoli Rocketry Association. He will assist the Team Safety Officer in making sure that we meet and exceed all safety standards set.

NAR PERSONNEL PROCEDURES

Gary Stroick has agreed to mentor our team and accompany our team to all launches. He is a certified Level 3 with the TRA and holds a Low Explosive Import and User Permit. His duties will include the purchase, storage, transportation and installation of rocket motors, as well as advising the team during design and construction, particularly when handling hazardous materials. He will also brief the team on launch safety and protocol prior to launch. Officially, he will be the owner of the rocket for insurance purposes.

HAZARD RECOGNITION AND ACCIDENT AVOIDANCE

Binh Bui will be the team Safety Officer, responsible for making all relevant MSDS available and reviewing them with team members, as well as all supplementary material pertaining to the team member safety agreement. Additionally, he will ensure that all team actions and processes abide by federal, state and local regulations as well as NAR safety codes. As stated above, Gary Stroick will brief the team on launch procedure etiquette, as well as accident avoidance and hazard recognition. All team members will be required to review and sign a team safety agreement and abide by the terms within, which includes all pertinent laws and regulations.

PRE-LAUNCH BRIEFING

Gary and Binh will perform a pre-launch safety briefing prior to all launches. The team will have safety checklists, not only for the flight, but for events leading up to the flight. Safety briefing will conform to all applicable safety standards. The rocket build facility will also have all safety checklists and a binder with MSDS material readily available to all team members.

COGNISANT OF APPLICABLE LAWS

As per the team safety agreement, all team members are required to review Federal Aviation Regulations 14CFR, Subchapter F, Part 101, Subpart C - Amateur Rockets, 14CFR Part 55 - The Handling and Use of Low-Explosives (Igniters) and Code of Federal Regulation 27 Part 55: Commerce in Explosives, NFPA 1127 "Code for High Power Rocket Motors" and the NAR safety code for high powered rockets.

PURCHASE AND HANDLING OF ROCKET MOTORS

Gary Stroick will be the only team member permitted to purchase, handle and install rocket motors at any time, as he is a certified Level 3 with the TRA. The motors will be stored and transported by Gary personally in a way that he determines to be safe and in compliance with all aforementioned regulations.

TRANSPORTATION OF SOLID COMMERCIAL ROCKET MOTORS

All motors will be either shipped from the vendor directly to Huntsville or transported by car in the possession of Gary Stroick (Level 3 TRA) in a specially marked, fireproof container. Gary will be the only person to handle the motors from purchase to ignition.
